<p>By Marcus Moloko<br><br><strong><strong>The R2.2 million extortion and money laundering case against Mpumalanga businessman Joe &#8220;Ferrari&#8221; Sibanyoni and his four co-accused has been postponed to 1 September at the Delmas Magistrate&#8217;s Court. </strong></strong></p>



<p>Sibanyoni (60) appeared alongside co-accused Phillimon Makhaya Msiza Mvimba, Daniel Masilela, Oupa Bafana Sindane, and were granted bail of R 70 000 each with strict bail conditions.<br><br>The proceedings have been re-enrolled and transferred from the Kwaggafontein Magistrates’ Court to Delmas due to security concerns.</p>

<p>Under the bail agreement, the accused must attend all scheduled court proceedings, refrain from any contact with witnesses, and report to a local police station every alternative week. Furthermore, they are prohibited from committing any further offenses while out on bail.</p>



<p>The case has been postponed to 01 September 2026, a delay intended to allow the State time to disclose the full contents of the docket to the defense.</p>



<p>Addressing the procedural timeline, National Prosecuting Authority (NPA) spokesperson Kaizer Kganyago said, &#8220;the National Prosecuting Authority (NPA) has afforded the legal representatives of the accused three months to submit representations to the Office of the Director of Public Prosecutions (DPP) in Mpumalanga. The representations will be considered, and the outcome will be communicated to the defence in due course.&#8221;</p>



<p>The State alleges that between 2022 and 2025, the accused ran a sophisticated extortion scheme.</p>

Prosecutors claim the group threatened to shut down the victim&#8217;s businesses should he fail to comply with their demands.</p>



<p>The investigation further alleges that the illicit funds were laundered through M&amp;J Sons, an entity purportedly owned by Sibanyoni.</p>



<p>As the matter stands, the accused remain out on bail as they await the next phase of the legal process in September.</p>

<p><strong>Suspended Sedibeng police brigadier Abraham</strong> <strong>Mbangwa</strong> <strong>Nkhwashu has maintained that his after-hours visit to controversial businessman and murder accused Katiso &#8220;KT&#8221; Molefe in prison was due to a personal matter and not linked to any alleged attempts at interfering in the investigation.</strong></p>



<p>Appearing before the Madlanga Commission of Inquiry on Wednesday, Nkhwashu said the visits were lawful and him trying to help his &#8220;sister&#8221; (Molefe&#8217;s partner Fundiswa Nyangule) visit him.</p>

<p>&#8220;I have dedicated my career to the South African Police Service and have acted with integrity. I am being prejudiced by allegations that are vague and not yet tested. I deny any wrongdoing,&#8221; he said.</p>



<p>Nkhwashu is currently suspended on allegations that he attempted to interfere in the Armand Swart murder investigation, following testimony before the commission from Witness B.</p>



<p>The brigadier confirmed that he did travel to Groenpunt Correctional Centre in Vereeniging in December 2024, but rejected suggestions that the visit was improper or clandestine.</p>



<p>He told the commission that he had gone to deliver clothing at the request of Nyangule, whom he described as a &#8220;younger sister&#8221; under customary family arrangements.</p>



<p>According to Nkhwashu, his relationship with Nyangule dates back to the early 1990s, when she was in a relationship with his brother, Sazi.</p>



<p>After Sazi was shot dead in 2002, Nkhwashu said he assumed the role of family head in line with amaMpondo custom, taking on responsibilities that included supporting and protecting Nyangule.</p>



<p>He testified that although he initially opposed her relationship with Molefe, who was married at the time, he continued to assist her when needed, including helping after Molefe’s arrest.</p>

<p>Nkhwashu said that Nyangule contacted him in December 2024, informing him that Molefe had been detained and required clothing and food.</p>



<p>He said he took her and the supplies but only arrived at the prison after official visiting hours.</p>



<p>&#8220;I was informed on arrival that I would not be able to see him. I then handed over the clothing to officials, who said they would pass it on,” Nkhwashu said.</p>



<p>He said the food he had brought was not accepted by correctional staff due to prison regulations.</p>



<p>Another allegation concerning his visit, was that he had allegedly arrived in an unlicensed vehicle, but Nkhwashu denied that he had deliberately removed the licence plates from his vehicle to avoid detection.</p>



<p>&#8220;The truth is that my car was new at the time and had not yet been issued with formal registration plates. It was fitted with a temporary permit issued by the dealership named Omars Motors, situated in Meyerton,&#8221; he said.</p>



<p>Nkhwashu also emphasised his willingness to cooperate with the commission, while maintaining his right to a fair process.</p>



<p>&#8220;I request that the Commission make a finding that there is no basis for the allegations against me and that the SAPS immediately withdraw any proceedings against me,&#8221; he said.</p>



<p>The commission continues.</p>

<p><strong>A controversial businessman linked to Medicare24 has emerged as a central figure in the Madlanga Commission, where his name was repeatedly mentioned alongside suspended Ekurhuleni Metro Police deputy chief Julius Mkhwanazi and alleged underworld kingpin Vusimuzi “Cat” Matlala. </strong><br><br>This man&#8217;s notoriety grew further when social media footage showed him flashing a wad of cash to Mkhwanazi, raising questions about influence, patronage, and corruption in municipal and policing structures.</p>

<p>Mike van Wyk, a name many have become curious about due to the list of Members of Parliament, news outlets, and curious reporters who would like to know the man who was apparently brazen enough to hold a hundred rand notes to use as a fan during an otherwise humid call to EMPD&#8217;s then head Mkhwanazi. </p>

<p>Van Wyk is known as the director of Medicare24, a company that became entangled in municipal dealings through a questionable memorandum of understanding.</p>



<p>The deal has triggered multiple arrests, including 12 senior police officers and at least one company director, on charges of corruption, fraud, and violations of the Public Finance Management Act. <br><br>The matter is under investigation by the National Prosecuting Authority’s Investigating Directorate Against Corruption and has featured in both the Madlanga Commission of Inquiry and Parliament’s ad hoc committee probing alleged police capture.</p>



<p>His name surfaces in testimony alongside Vusimusi &#8220;Cat&#8221; Matlala, the man accused of donating vehicles illegally fitted with blue lights to the Ekurhuleni Metro Police Department (EMPD).</p>

<p>On social media, van Wyk was seen flashing cash to Julius Mkhwanazi, reinforcing suspicions of financial entanglements and patronage networks. </p>



<p>Matlala&#8217;s arrest followed allegations of corruption in policing structures, levelled by the KZN police Commissioner, which have resulted in the Madlanga Commission being formed. </p>



<p>A commission to probe irregular contracts and possible abuse of power within municipal policing structures, the Madlanga Commission saw a witness, Julius Mkhwanazi, battle to disclose the extent of alleged influence a man such as Van Wyk wielded. </p>



<p>Mkhwanazi detailed his close ties to van Wyk and Matlala, describing them as friends but admitting they exchanged money at times.</p>

<p>Regarding Van Wyk, Mkhwanazi stated they met in 2020/2021 to discuss medical support for officers, that Van Wyk provided free exam prep services for cadets worth roughly R300,000, and that Van Wyk authored the draft MOU for a partnership with the city.</p>



<p>Despite Van Wyk clearly stating he is working with authorities to clear allegations levelled against him and Medicare24, questions remain about procurement irregularities, including undue influence and an introduction he brokered between Julius Mkhwanazi and another person, as captured in video footage. </p>

<p>Van Wyk&#8217;s name surfaced in the Madlanga Commission, and his associations drew attention in other investigative committees, such as the parliamentary ad hoc hearing where MPs grilled Matlala on van Wyk&#8217;s business dealings, which appeared to intersect with municipal policing. </p>



<p>While Mkhwanazi insisted that money exchanged between him, van Wyk, and Matlala was not bribery but gestures of friendship, the optics of the cash-flashing incident undermine this defense.</p>

<p>Van Wyk appears less as a traditional tenderpreneur and more as a network broker, linking municipal officials with business interests. The current atmosphere around his name is now inseparable from allegations of corruption, irregular contracts, and patronage networks.</p>

<p><strong>Suspended SAPS Organised Crime Investigations head Major-General Richard Shibiri has come under fire from the Madlanga Commission after his own bank records showed he had more than enough money to cover his son’s car repairs when he accepted a R70,000 payment from controversial businessman Vusimusi “Cat” Matlala.</strong></p>



<p>Shibiri returned to the commission on Thursday morning, where chairperson Mbuyiseli Madlanga pressed him on financial records that appeared to contradict his explanation that the money from Matlala was needed to assist his son following a car accident.</p>

<p>Referring Shibiri to the bank statements, Madlanga noted that on 18 September 2024 the senior police officer had significant funds available in his account.</p>



<p>“All in all you have in excess of R94,000 in credit. Between you and your son, you had in excess of R105,000 available. You didn’t need Matlala’s money,” Madlanga said.</p>

<p>Madlanga said that Shibiri’s current account reflected about R50,000 in available funds, while his overdraft facility provided an additional R44,000. His son had approximately R11,000 in his own bank account on the same day.</p>



<p>Combined, the two accounts had almost double the estimated cost of repairing the damaged vehicle.</p>

<p>The quotation for the repairs, which was submitted to the commission, was approximately R55,000.</p>



<p>Shibiri said that the accident was only one of several financial obligations he was facing at the time.</p>



<p>He said he was planning renovations that included building a wall at his home in Mogale City, doing work on his parents’ home in Tzaneen, renovating his father’s tombstone, and hosting a family thanksgiving gathering scheduled for September 2024.</p>



<p>Shibiri told the commission he anticipated repaying the money within a few months, once he received his annual bonus.</p>



<p>Commissioner Sandile Khumalo pressed Shibiri on the necessity of the loan, pointing out that the financial pressure he described appeared inconsistent with the timeline of events.</p>



<p>Khumalo reminded Shibiri that he had testified that the repairs to his son’s damaged vehicle were carried out over a period of three months. He further noted that just 12 days after the money was advanced, both Shibiri and his son received their monthly salaries, placing them in a stronger financial position to cover the repair costs themselves.</p>

<p>Shibiri said that the household still had ongoing obligations, and the funds were needed because they “still had daily living expenses and other commitments to cover”.</p>



<p>Khumalo also confronted Shibiri with luxury purchases reflected in his bank statements, saying they further undermined his claim that he needed financial assistance from Matlala.</p>



<p>Khumalo pointed to a R19,000 purchase at the Gucci store in Sandton in November 2024, as well as another purchase at Louis Vuitton just days earlier.</p>



<p>He said that even after the Gucci transaction, Shibiri still had about R50,000 in his account, excluding an additional R44,000 overdraft facility, and therefore “did not need a loan” from Matlala.</p>



<p>Shibiri said that the luxury purchase was not for himself, explaining that he had bought the item for a friend who had previously bought him similar designer goods.</p>



<p>He said he had simply bought “a Gucci for someone who had bought me a Gucci”.</p>



<p>Further tension emerged when evidence leader Advocate Lee Segeels-Ncube raised discrepancies between Shibiri’s account and statements made by Matlala after his arrest last year, noting that during questioning Matlala did not describe the R70,000 transfer as a loan.</p>

<p>She said Matlala’s statement did, however, support Shibiri’s version that he had travelled to Tzaneen for a family thanksgiving.</p>



<p>Shibiri rejected the reliability of Matlala’s recorded interview, saying he did not accept the evidence because the businessman had allegedly been interrogated unlawfully by a junior officer.</p>



<p>As the questioning continued, Shibiri accused the commission of pursuing a predetermined narrative against him, saying he did not wish to respond to “choreographed statements by the investigators”, while Segeels-Ncube insisted the commission was simply attempting to verify the facts.</p>



<p>The commission continues.</p>

<p><strong>Popular musician and businessman Sbusiso &#8220;DJ Sbu&#8221; Leope WeNkosi has issued a denial after being implicated at the Madlanga Commission of Inquiry, rejecting allegations that he benefited from multimillion-rand grants linked to the City of Ekurhuleni.</strong></p>



<p>In a statement on social media, Leope completely denied any wrongdoing or involvement in corruption in the metro.</p>

<p>&#8220;These allegations, which attempt to implicate myself and businessman Thembinkosi TK Nciza, are entirely false, defamatory, and without any factual basis. I categorically deny any involvement in wrongdoing, misconduct, or unethical activity of any kind,&#8221; Leope stated.</p>



<p>The statement followed testimony on Monday by suspended Ekurhuleni head of legal and risk services, advocate Khemraj &#8220;Kemi&#8221; Behari, who told the commission that Leope and his long-time business partner, ANC politician and music executive Thembinkosi &#8220;TK&#8221; Nciza, were among &#8220;key beneficiaries&#8221; of Ekurhuleni-funded grant projects.</p>



<p>According to Behari, the allegations formed part of an investigation involving more than R100-million in public funds.</p>



<p>Leope stressed that the allegations were nothing but an attempt to shift attention away from the ongoing inquiry.</p>

<p>&#8220;I am deeply concerned that these allegations appear to be part of an attempt to divert attention from ongoing internal matters and personal accountability issues by creating false narratives involving respected public figures,&#8221; he wrote.</p>



<p>Leope stressed that while he would cooperate with any lawful investigation, he reserved his legal rights over what he described as defamatory claims.</p>



<p>He insisted that he has had no part in any kind of wrongdoing.</p>



<p>&#8220;Let me be clear: I have not participated in any illegal activity. I have not benefited from any improper conduct. I have not influenced any legal or administrative processes unlawfully. I have not colluded with any individual or institution inappropriately,&#8221; he wrote.</p>



<p>On Monday, Behari alleged that an internal disciplinary process involving former chief operating officer Lesiba Mojapelo had been abruptly halted when evidence began pointing to Nciza and Leope.</p>



<p>Behari told the commission that he encountered internal resistance when attempting to pursue further evidence.</p>

<p>&#8220;I did not get instructions from the city manager; I got instructions from my HOD at the time and the HOD HR. Apparently, Nciza was close to him,&#8221; Behari testified.</p>



<p>He told the commission that the SIU probe had identified significant gaps, worsened by non-cooperation from municipal witnesses, and said he pushed internally for the two music executives to be called to testify.</p>



<p>Behari further suggested that his insistence on due process had contributed to professional backlash; and that his broader attempts to raise concerns on issues ranging from land acquisition to expenditure irregularities had routinely triggered pushback.</p>



<p>Leope ended his statement, calling on everyone to be cautious of allegations that have not been corroborated.</p>



<p>&#8220;I urge the public, media, and stakeholders to exercise caution, verify facts, and avoid amplifying unverified claims that serve only to mislead and harm innocent parties,&#8221; he wrote.</p>



<p>The Madlanga Commission continues its hearings this week.</p>

<p>Didiza said in response to separate letters about summoning the men that the instruction to issue a summons may only be given after the Speaker agrees with the committee’s resolution, and that concurrence cannot be exercised arbitrarily.</p>



<p>Any decision to issue summonses must rest on the legally required grounds, including whether a witness has failed or refused, without sufficient cause, to appear.</p>



<p>Regarding Mogotsi, Didiza said the committee had addressed costs such as accommodation, flights, transfers and subsistence, but “did not engage with his personal security concerns”, after he requested a security detail for himself and his immediate family. &nbsp;</p>



<p>“I am advised that should this matter proceed to court, Parliament will be required to demonstrate that it engaged Mr Mogotsi on the reasonableness of his personal security proposals ie the nature, form, size and the reasons for the proposed security detail, together with the attendant cost thereof,” Didiza wrote.</p>

<p>Regarding O’Sullivan, Didiza said the committee had been told he was overseas and planned to return towards the end of February. He has requested permission to testify virtually, citing both his absence from South Africa and concerns about his personal security.</p>



<p>Didiza said it was clear from the correspondence before her that the committee did not engage with the reasons provided in his virtual-appearance application, and instead focused on concerns about the tone of his correspondence.</p>



<p>She also noted that he offered to testify at a South African embassy on condition that no public statement was made about which embassy it was.</p>



<p>“In the premises, I am loathe to grant concurrence in circumstances where there is an absence of demonstrable proof that the Committee has indeed engaged with Mr O&#8217;Sullivan&#8217;s reasons regarding his application to appear before the Committee virtually,” she wrote.</p>

<p>Didiza asked the committee to convene to give due consideration to the security proposals and the virtual-testimony request, and said she would like to receive copies of its minutes and resolutions in future, when it invokes subpoena powers.</p>

<p><strong>Controversial businessman and organised crime accused Vusimuzi &#8220;Cat&#8221; Matlala has appointed a new legal team after his case was transferred to the Johannesburg High Court, with proceedings expected to begin on 29 January 2026.</strong><br><br>The move follows months of legal turbulence and public scrutiny surrounding Matlala’s alleged criminal activities and business dealings.</p>



<p>According to a report by eNCA, Matlala’s new legal team has pledged to address growing concerns around his business interests, which have come under intense media and regulatory scrutiny.<br><br>The appointment comes after his previous attorney, Victor Nkhwashu, formally withdrew from the case in November, citing undisclosed reasons.</p>



<p>Matlala’s legal troubles began earlier this year when he was arrested in connection with an attempted murder case.</p>



<p>The court heard that in October 2023, Tebogo Thobejane was the target of a shooting in which her passenger, Anele Malinga, was wounded and left paralysed.</p>



<p>Three people were travelling in the vehicle at the time of the attack.</p>



<p>During Matlala’s bail hearing, the court also heard that Thobejane fled the country after receiving threatening calls from individuals allegedly linked to Matlala.</p>



<p>She was warned about his dangerousness and urged to withdraw the charges against him.</p>



<p>The National Prosecuting Authority (NPA) confirmed on Wednesday that multiple charges had been laid against him and his co-accused, including conspiracy to commit murder, intimidation, and racketeering.</p>



<p>The charges stem from incidents allegedly linked to Matlala’s business operations and personal disputes.</p>



<p>Initially heard in the Alexandra Magistrates’ Court, the case has now been transferred to the Johannesburg High Court to consolidate several related matters and streamline the trial process.</p>



<p>Prosecutors have indicated that the centralisation of the cases will allow for a more coherent presentation of evidence and witness testimony.</p>



<p>According to the charge sheet, Matlala, a 48-year-old married man with nine children, is self-employed and serves as a director of four companies — CAT VIP Protections, Lux of Africa Investments, Black AK Trading, and Medi Care 24 Tshwane.</p>



<p>His businesses employ 94 people and pay nearly R2 million in wages each month.</p>



<p>He earns a combined monthly income of approximately R250,000 and owns movable and immovable assets valued at more than R13 million.</p>



<p>Matlala has a prior conviction for housebreaking and theft dating back to 2001, for which he served four years in prison.</p>

<p><strong>North West businessman and political fixer Brown Mogotsi&#8217;s qualifications came under sharp scrutiny at the Madlanga Commission on Wednesday as evidence leaders sought to establish whether his background offered any substance to support his claims.</strong></p>

<p>Mogotsi presented himself as more than just a businessman, telling the inquiry that his career began in the early 1990s when he was recruited as an agent for Crime Intelligence within the South African Police Service.</p>



<p>It is this claim that he used to paint a picture of decades of experience in intelligence work, even when his credentials were proven to have been largely undocumented.</p>



<p>Mogotsi insisted his role as an intelligence operative provided him with unique insight into the criminal underworld, including policing structures.</p>



<p>Despite these claims, commissioners pressed Mogotsi to provide tangible proof of his qualifications.<br><br>Advocate Matthew Chaskalson SC, the chief evidence leader for the commission, accused him of lying under oath and highlighted discrepancies in his testimony.</p>



<p>For example, Mogotsi said that alleged crime boss Vusimuzi “Cat&#8221; Matlala had visited the KwaZulu-Natal police chief, Lieutenant General Nhlanhla Mkhwanazi, at his home in Umhlanga Ridge, KwaZulu-Natal. Evidence before the commission, however, showed that Mkhwanazi lived in Hillcrest, raising doubts about Mogotsi’s reliability.<br><br>Co-commissioner Sandile Khumalo questioned if Mogotsi had any form of intelligence gathering training.</p>



<p>Mogotsi responded in the affirmative, but said he didn’t have formal training. &nbsp;<br><br>&#8220;You don&#8217;t have qualifications?&#8221; Khumalo reiterated.</p>



<p>&#8220;You want this commission to believe that in 2020, you were hired to investigate irregularities within crime intelligence?&#8221;<br><br>Mogotsi hesitantly responded with a confirmation.</p>



<p>Commissioner Sesi Baloyi went further, questioning whether Mogotsi’s supposed intelligence credentials were verifiable.<br><br>She noted that while Mogotsi claimed to have worked closely with SAPS Crime Intelligence, no official records had been presented to substantiate his recruitment or service.</p>



<p>Mogotsi leaned heavily on his intelligence background and described himself as a field operative who had cultivated networks across provinces.</p>



<p>This lack of formal documentation became a central theme of Wednesday’s proceedings.<br><br>Commissioners stressed that credibility in such a high-stakes inquiry required more than personal testimony, it demanded verifiable qualifications and evidence.</p>



<p>Mogotsi’s name has surfaced repeatedly, with accusations that he acted as a go-between for suspended Police Minister Senzo Mchunu and alleged crime boss Matlala.</p>

<p>By Marcus Moloko<br><br><strong>North West businessman and alleged information peddler Brown Mogotsi sang like a canary when he appeared before the Madlanga Commission on Tuesday.</strong><br><br>Mogotsi dropped names, exposed sources, and delivered a dramatic cascade of revelations worthy of a Hollywood script.<br><br>Among those names is John Wick, to describe figures linked to corruption, covert operations, and shadow networks.<br><br>Mogotsi also referenced the CIA, a Kenya-based secret agent, a Zulu king, and other aliases, painting a vivid picture of a clandestine world where crime, intelligence, and myth collide.<br><br>Mogotsi, who is suspected of being a political fixer, told the commission that his dealings were part of sanctioned intelligence operations rather than corrupt solicitation.<br><br>He claimed to have operated as an operative, police informant, and later a crime intelligence agent before dropping a few names that carried symbolic weight.<br><br><strong>John Wick</strong><br><br>Mogotsi alleged that businessman Vusimuzi Cat Matlala was referred to as John Wich within crime intelligence circles.<br><br>CIA: He suggested that certain operations had the markers of foreign intelligence involvement and mentioned the CIA (Central Intelligence Agency) as a metaphor for deep infiltration and covert manipulation.<br><br>A king link: Mogotsi also made claims that Zulu King Misuzulu KaZwelithini and KwaZulu-Natal (KZN) Police Commissioner Nhlanhla Mkhwanazi were suspected of secretly working for the CIA.<br><br><strong>Who is John Wick?</strong><br><br>In popular culture, John Wick is a fictional assassin portrayed by Keanu Reeves in the film franchise John Wick. <br><br>He is renowned for his combat skills, precision, and relentless pursuit of justice. His near-mythical reputation in the criminal underworld makes Mogotsi’s use of the name deliberate, meant to suggest that Matlala operated with similar ruthlessness and anonymity.<br><br><strong>John Wick in Mamelodi</strong><br><br>South Africa has its own &#8220;John Wick.&#8221; In Pretoria’s Mamelodi township, an anonymous vigilante emerged around 2021–2022 and targeted gang members from the Boko Haram extortion ring. </p>



<p>With his identity unknown, locals and the media dubbed him &#8220;John Wick.&#8221;<br><br>He became associated with taking down corruption and criminal networks, striking fear into those who profited from violence.<br><br>This ties into Mogotsi’s claim that Matlala was “John Wick,” implying that the feared vigilante persona was not merely township folklore but linked to real individuals within intelligence structures.<br><br>Mogotsi rounded off his tell-all by claiming that former police minister Bheki Cele knew Mamelodi’s secret assassin.<br><br>He said a presentation made before Cele in October 2018 contained photographs of Matlala and records of his previous convictions.<br><br>Mogotsi further alleged that Cele knew Matlala’s identity and had an interest in the R360 million SAPS tender awarded to him.<br><br>“Commissioners, John Wick was Vusimuzi ‘Cat’ Matlala,” he said.<br><br>During his testimony on Tuesday, Mogotsi painted a picture of a clandestine world where corruption, intelligence, and myth converge.<br><br><strong>INSIDE POLITICS</strong></p>

<p><strong>Crime Intelligence head Lieutenant-General Dumisani Khumalo returned to the witness stand at the Madlanga Commission on Wednesday, where he unpacked his strained relationship with suspended Deputy National Commissioner for Crime Detection, Lieutenant-General Shadrack Sibiya.</strong></p>



<p>Led in evidence by Advocate Adila Hassim (SC), Khumalo began the session by clarifying allegations surrounding the alleged theft of valuables belonging to businessman, alleged underworld figure, and attempted murder accused, Vusimusi “Cat” Matlala.</p>



<p>“It came to my attention that General Sibiya urged Matlala to file false theft charges against me and my team. This was around the same time when key Political Killing Task Team (PKTT) operations were exposing corruption and the misuse of firearms in municipalities and private security companies,” Khumalo said.</p>



<p>He said the accusations that police had stolen Matlala’s Rolex watches and MacBook were false and fabricated, and that 18 unlicensed firearms were seized during a lawful compliance operation on 19 December 2024.</p>



<p>Those firearms, Khumalo claimed, were returned to Matlala eight days later.</p>



<p>He said the theft allegations were not only baseless but part of a broader attempt to discredit him and his team.</p>



<p>He testified that former Police Minister Bheki Cele had informed him in December 2024 that Matlala admitted Sibiya had drafted a false affidavit accusing Khumalo’s team of theft.</p>



<p>“Cele told me that Matlala came to see him, wearing the same Rolex he claimed was stolen. He said Sibiya had advised him to submit that affidavit to open a false case against myself and my members,” Khumalo said.</p>



<p>Khumalo’s testimony linked Sibiya directly to attempts to undermine the PKTT, alleging that the deputy commissioner actively conspired with Matlala to fabricate charges and feed damaging narratives to the police ministry.</p>



<p>He said that many of the weapons used in political assassinations were traced back to municipal security fleets or private contractors.</p>



<p>Despite its successes, Khumalo said the PKTT’s final weeks were consumed by chaos.</p>



<p>“From 6 to 31 December 2024, we were working around the clock. It was not a festive season for us. We were busy dealing with high-profile cases, including the kidnapping of Jerry Boshoga and the arrest of Katiso ‘KT’ Molefe for the murder of engineer Armand Swart,” he said.</p>



<p>Then came what Khumalo called the “New Year’s Eve bombshell” &#8212; a two-page letter from since suspended Police Minister Senzo Mchunu ordering the immediate disbandment of the PKTT and a freeze on all Crime Intelligence appointments.</p>



<p>Khumalo described how the letter, dated 31 December 2024, began circulating on social media on New Year’s Day before he officially received it two weeks later.</p>



<p>He stressed that neither he, the National Commissioner, nor other members of the Inter-Ministerial Committee (IMC) overseeing the PKTT were consulted about the disbandment.</p>



<p>Pressed by Hassim, Khumalo suggested that the decision may have stemmed from his deteriorating working relationship with Sibiya.</p>



<p>He detailed a stalemate over the composition of interview panels for senior Crime Intelligence appointments.</p>



<p>“I proposed a panel for approval, but Sibiya opposed it because he wanted his own. That dispute was reported to the ministry, and I suspect it influenced the minister’s directive to halt all appointments,” Khumalo said.</p>



<p>Khumalo inferred that the disbandment of the PKTT was politically timed, referring to “the activities of December”; a period marked by high-profile arrests, tenders under investigation, and growing tensions between factions within the police service.</p>



<p>He told the commission that on 22 January this year, he submitted a 27-page report to Mchunu detailing the PKTT’s operations, finances, and legal framework, but said the report was never acknowledged.</p>



<p>Khumalo said he remained baffled by how a unit that had achieved measurable progress in investigating political assassinations could be declared valueless, overnight.</p>



<p>The commission continues.</p>
