The City of Tshwane has officially reinstated its Group Chief Financial Officer (GCFO), Gareth Mnisi, following the conclusion of disciplinary proceedings stemming from allegations of misconduct linked to claims of tender collusion.

In a statement released through the JSE’s Stock Exchange News Service (SENS), the municipality confirmed that Mnisi had officially resumed his duties after accepting a final written warning.

“The City of Tshwane Metropolitan Municipality held a special Council meeting on 9 July 2026 where Council considered the findings contained in the Final Forensic Investigation Report and the independent legal opinion on the alleged misconduct against the City’s Group Chief Financial Officer (GCFO),” the statement said.

The municipality, which has debt securities listed on the JSE, is subject to the exchange’s debt-listing disclosure requirements and publishes relevant management developments through SENS.

The municipality said the council carefully considered both the forensic investigation report and an independent legal opinion before deciding how to proceed.

“Council concluded that the allegations were less serious and that the City should institute disciplinary proceedings against the GCFO in terms of Regulation 5(6) of the Local Government: Disciplinary Regulations for Senior Managers, 2010,” the statement read.

The disciplinary process was concluded on Tuesday, with Mnisi receiving a final written warning.

“The acceptance and signing of the Final Written Warning by the GCFO led to the reinstatement to his position. This means that the GCFO is now officially back in the City,” the statement added.

The announcement formally confirmed Mnisi’s reinstatement after he returned to work on 15 July following the expiry of his three-month precautionary suspension.

Earlier this month, the Tshwane council resolved that the allegations against Mnisi should be classified as “less serious” after considering the forensic investigation’s findings.

That classification meant the most severe sanction available under the less-serious-misconduct procedure was a final written warning rather than dismissal.

However, the decision has not gone unchallenged.

The Democratic Alliance in the Tshwane council has instituted legal proceedings seeking to review and set aside the council’s decision to classify the allegations as less serious, challenging the legality of the voting process through which the resolution was adopted.

Mnisi was initially placed on precautionary suspension after testimony before the Madlanga Commission linked him to allegations of leaking confidential tender information and participating in a scheme to manipulate municipal procurement processes.

At the commission, suspended Organised Crime Sergeant Fannie Nkosi testified about WhatsApp conversations allegedly exchanged with Mnisi relating to active City of Tshwane tenders and lists of prospective bidders.

Following those allegations, the municipality initiated disciplinary proceedings while commissioning an independent forensic investigation into the claims.

The forensic investigation found insufficient evidence that Mnisi had engaged in financial misconduct or improperly manipulated tender outcomes. However, it identified several breaches of municipal rules and recommended disciplinary action against him.

That finding, together with an independent legal opinion, formed the basis upon which the council determined that the alleged misconduct did not warrant a more severe disciplinary outcome.

In written submissions opposing his suspension earlier this year, Mnisi’s legal team rejected allegations that he communicated with external parties about tenders or influenced the municipality’s Bid Adjudication Committee to favour preferred bidders.

The Democratic Alliance (DA) has accused the ANC and EFF in Tshwane’s governing coalition of trying to remove City Manager Johann Mettler in retaliation for revelations made before the Madlanga Commission.

Addressing the media on Thursday, DA Tshwane mayoral candidate Cilliers Brink said efforts to suspend Mettler were politically motivated and aimed at removing a senior official who had resisted irregular procurement practices and pursued disciplinary action against officials implicated in corruption.

Brink’s comments came after a 45-page complaint by EFF Tshwane caucus leader and member of the mayoral committee Obakeng Ramabodu, which contains a series of misconduct allegations against Mettler and calls for his suspension.

According to the DA, Tshwane Mayor Nasiphi Moya was expected to table a report before council on Thursday recommending that the allegations be investigated.

Brink said the dispute is closely linked to testimony given by Tshwane Metro Police Department deputy commissioner Revo Spies before the Madlanga Commission.

“Spies’ testimony at the Madlanga Commission has implicated several officials in Tshwane and Ekurhuleni in tender rigging and mismanagement. This provoked the ire of high-ranking politicians. By moving against Mettler those moving against him will eventually get to Spies,” Brink said.

The complaint against Mettler contains allegations relating to procurement processes, labour disputes, appointments of senior officials and governance failures. It also refers to findings by oversight institutions, including the Public Protector and the Auditor-General.

Among the issues raised are allegations relating to irregular expenditure, the implementation of lifestyle audits, disciplinary action against municipal employees and the handling of procurement matters within the city.

The complaint also accuses Mettler of suppressing a Special Investigating Unit (SIU) report relating to the controversial Rooiwal Wastewater Treatment Works upgrade tender.

Brink rejected the allegation, saying the SIU report is with President Cyril Ramaphosa and is not under Mettler’s control.

The DA further alleged that Ramabodu has focused on securing the return to work of the so-called Rooiwal Five, officials implicated in the awarding of a tender linked to businessman Edwin Sodi and his associates.

“Ramobodu’s main preoccupation has been with facilitating the return to work of the so-called Rooiwal Five,” Brink said.

The party also rejected allegations relating to the appointment of Spies, saying he was appointed by Tshwane Metro Police Commissioner Yolande Faro and not by Mettler.

Brink further claimed that Mettler had refused to approve a recommendation by the city’s bid adjudication committee to award a 50-year lease agreement for the Tshwane Showgrounds to a joint venture that included a company called Smada.

Smada has been mentioned in court papers and testimony linked to the Madlanga Commission in relation to alleged procurement irregularities involving state contracts. No finding has been made against the company in relation to the Tshwane Showgrounds matter.

The DA alleges that suspending Mettler would allow for the appointment of an acting city manager who may be more willing to approve procurement decisions that had previously been flagged as irregular or blocked.

The party said it would report the matter to SAPS and other investigative bodies to determine whether improper pressure is being exerted on Mettler.

“Depending on the decision taken by the municipal council today, the DA will be consulting our attorneys to ensure that governance in Tshwane is not compromised,” Brink said.

Parliament’s Standing Committee on Public Accounts (Scopa) heard on Tuesday how the City of Tshwane is still struggling to recover from years of financial instability caused by unfunded budgets, weak revenue collection and poor audit outcomes, even though some areas of expenditure control have improved.

Tshwane mayor Dr Nasiphi Moya told the committee that the metro’s financial troubles could be traced back to the 2020/2021 financial year, when the city adopted an unfunded budget with an average deficit of about R4 billion.

Moya said the trend continued for four years, affecting the city’s ability to deliver on its promises to residents. Although the deficit was later reduced to about R2 billion, the municipality was unable to secure a loan to augment its finances because of its audit findings.

“So, while we were looking at how do we then stabilise the finances of the institution, we had to take a deep dive in terms of the data’s book. What is it that we can do differently so that we can get more residents to pay for their services?

“The municipality wasn’t collecting enough to boost council funding. But in terms of the root cause of this financial instability, also was the issue of revenue collection,” she said.

Moya admitted to the committee that Tshwane had battled financial instability for several years and had suffered poor audit outcomes, including an adverse audit opinion in 2021/2022 and qualified audit opinions in subsequent years.

She said the municipality had begun to turn the corner in the past financial year, although the city still received a qualified audit opinion with findings.

Moya said the municipality adopted a debt relief scheme, which helped improve revenue collection and enabled it to return to a funded budget for the 2025/2026 financial year, even though some compromises had to be made.

The city heightened its revenue collection drive by working with businesses and households and assisting some customers through the writing off of a portion of their debts in order to encourage more regular payment for services.

Moya said the municipality adopted this stance because the indigent basket had grown in a city facing high unemployment. She said Tshwane had also increased the property-value threshold for indigent households from R150 000 to R250 000.

The executive mayor said water tankers were costing the municipality millions of rand, especially tankers used for emergency services, and that the city had decided to cut spending in this area.

She said when the water-tanker scandal broke, it forced the municipality to investigate what had gone wrong.

“While we could explain when the expenditure happened, how it happened and the root causes for it, we did say that we could not justify the amount of money we are spending on water tankers, especially for emergency services. So, what we decided chair, was to cut the expenditure on water tankers,” she said.

Moya told the committee that irregular expenditure remained a serious concern, with the city reporting that irregular expenditure had risen sharply over recent years. The municipality said a large portion of this had been investigated, but the increase continued to point to weaknesses in financial controls.

In its presentation to the committee, the municipality said its internal processes had improved over time, and that the downward trend in new material irregularities issued by Auditor-General Tsakani Maluleke showed progress.

The city said only 14 material irregularities had been issued against Tshwane since the 2018/2019 financial year audit, and that no new material irregularity was issued in the past financial year. Of the 14 previously issued, the city said it had adequately addressed 12.

On audit outcomes, Tshwane received a qualified audit opinion with findings for the previous financial year.

The High Court in Pretoria has ordered the City of Tshwane to restore electricity to schools that were cut off over unpaid property rates.

 Laerskool Wierdapark and AfriForum brought the urgent application this week.

AfriForum said several schools were disconnected, despite having paid their electricity accounts in full. It said school governing bodies are responsible for paying for services such as electricity and water, while property rates are meant to be dealt with by “the authorities”.

The Madlanga Commission of Inquiry has heard how police Sergeant Fannie Nkosi shared confidential internal tender documents and bidder information linked to a City of Tshwane security contract with a taxi boss identified as “Mr Mampane”, effectively undermining legal tender processes.

Appearing before the commission for the seventh day on Friday, Nkosi confirmed that on 30 April 2025 he forwarded a list of bidders and their quoted prices for the Tshwane Metro Police Department (TMPD) ad hoc security services tender to a contact he had saved as “Mampane Taxi Man”; but insisted he believed the information was no longer confidential.

“I believed the bidder list became public once bids were captured and logged,” he said.

The document, the commission heard, was not public but formed part of an internal pre-compliance evaluation report.

Nkosi, however, maintained his position despite being confronted with evidence that the document contained non-public evaluation notes and pricing details.

Evidence leader Advocate Matthew Chaskalson challenged this claim, stating the document originated from TMPD Deputy Chief Umashi Dlamini and was “a confidential internal draft, not a public bid-opening list”.

Nkosi conceded that he had acted as “an informal intermediary” in sharing the information, acknowledging that Mampane had himself bid on the same tender.

He further testified that he shared the document with Tshwane CFO Gareth Mnisi.

The commission scrutinised a WhatsApp response from Mampane following receipt of the document, which read: “Please let him say no to that appointment”.

Nkosi claimed he could not recall the meaning of the message, nor who it referred to.

“I can’t remember what this meant,” he said, adding that, to his knowledge, Mampane and Tshwane CFO Gareth Mnisi did not know each other.

Commissioner Sesi Baloyi expressed visible frustration at Nkosi’s repeated inability to account for key details, particularly when confronted with contradictions in the timeline.

“You are not answering satisfactorily when facts are put to you that you are not disputing. And then you say, I cannot comment. I don’t know if you want to comment, if you want to say anything. If you do, feel free to do that. But I think you need to be reminded of your obligations as a witness,” she said.

Nkosi initially suggested that Mampane had indicated the tender was already cancelled at the time of their April 2025 exchange.

However, the commission established that the tender was only cancelled in October 2025.

Pressed on this discrepancy, Nkosi eventually conceded the error.

“If the tender was cancelled in October, then he could not have known that in April,” Baloyi said.

She warned Nkosi about his obligation to provide truthful and helpful testimony.

The commission further heard that the internal adjudication document shared between Nkosi and Mampane effectively revealed which companies were likely to succeed in the tender process.

This, according to evidence before the commission, would have alerted unsuccessful bidders, including those linked to Nkosi and Mampane, that they were unlikely to secure the contract.

It was put to Nkosi that this may have created a motive to pressure officials to cancel the tender altogether, thereby allowing existing service providers to continue operating under the current panel.

Nkosi did not engage with this proposition, stating he did not know whether Mampane had bid or stood to benefit, and declined to comment on whether Mampane had an interest in preventing new appointments.

Baloyi rebuked Nkosi’s evasiveness during questioning, noting a pattern of “I don’t remember” responses when confronted with critical evidence.

The commission also established that Nkosi had prior knowledge of developments around the tender’s cancellation and had discussed the matter with Mampane, who he described as being involved in the taxi industry.

Despite this, Nkosi denied any coordinated effort to influence the outcome of the procurement process.

In a further concession, Nkosi admitted to forwarding the internal tender report first to Mnisi and then to Mampane, though he continued to characterise his actions as benign.

“It was an innocent thing to do,” he said.

However, Chaskalson suggested that the sequence of communications, combined with Mampane’s response, pointed to a deliberate attempt to influence or halt the tender process in favour of incumbent service providers.

Gauteng Organised Crime Investigations Sergeant Fannie Nkosi has admitted before the Madlanga Commission that he enlisted TMPD Deputy Chief Umashi Dlamini, identified as “General Dlamini” to help his brother’s company secure a City of Tshwane tender, despite extensive evidence that the company failed to meet multiple mandatory requirements.

Being questioned before the Madlanga Commission on Thursday afternoon on how the bid was rehabilitated months after the official deadline for his brother Bheki Nkosi’s company Ngaphesheya, Nkosi admitted to seeking help from Dlamini, but maintained it was an innocent referral.

“I asked General Dlamini to assist my brother’s company… he connected us with a consultant who ensured the company was compliant. I requested assistance for my brother’s company only. El Shaddai was included because the same consultant worked with them. They are also a joint venture partner with my brother’s company at events,” he said.

Evidence leader advocate Matthew Chaskalson presented extensive documentation showing that Ngaphesheya’s bid was non-compliant on at least 12 independent grounds, including the absence of a valid PSIRA certificate, failure to meet required grading, lack of firearm licences, missing financial and banking documentation, and incomplete vehicle and lease agreements.

Despite the tender closing in October 2024, the commission heard that Dlamini continued to send instructions to Nkosi as late as April 2025, detailing outstanding compliance issues and directing that they be addressed.

In one such message, Dlamini instructed Nkosi to “push Bheki to submit the above documents”, referring to missing requirements in Ngaphesheya’s bid.

Nkosi initially attempted to distance himself from the timeline, claiming the communication was related to a different project.

“I thought that was about a Mpumalanga project,” Nkosi said.

However, when confronted with evidence linking the documents directly to the Tshwane tender, Nkosi conceded that it did in fact relate to the same tender.

The commission highlighted the improbability of a bid being amended six months after closure, suggesting a coordinated effort to retrofit compliance.

Nkosi resisted the implication of wrongdoing, maintaining that he did not orchestrate anything.

Further evidence showed that Nkosi remained deeply involved in shaping the outcome of the tender process, including forwarding a list of preferred bidders, compiled by an external figure identified as “Nico”, to Tshwane CFO Gareth Mnisi.

Nkosi confirmed sending the list with the message “our vehicles for land to be given to Mfuwetu in order of priority”.

When Mnisi responded “this is the final list right?”, Nkosi replied that it was their “final list”.

He explained that “Nico”, who had been introduced by Dlamini, was responsible for ensuring that the listed companies were compliant.

The commission also examined a message sent by Nkosi to Dlamini requesting a “list of preferred people for demolition”, which he struggled to explain, claiming that he was not certain what the message referred to.

Parallel to the tender process, Nkosi facilitated ongoing communication between Mnisi and Dlamini regarding a bidder, Gubis, which had raised complaints about the outcome.

Nkosi forwarded a message from Dlamini indicating that he had met with Gubis representatives and instructed them to follow proper channels.

According to the message relayed through Nkosi, Dlamini told them “they should go back where they’ve started, he’s the only gateway, protocol must be observed”.

Nkosi endorsed the message, replying: “nice one general”.

Nkosi, however, denied that this exchange was related to Gubis, despite earlier messages explicitly naming the company.

The commission further heard that after Dlamini redirected Gubis to Mnisi, individuals linked to the bidder, including Mandla Mthina, whom Nkosi identified as a nephew of taxi boss Joe “Ferrari” Sibanyoni, made repeated calls to Mnisi.

Nkosi confirmed that he forwarded these call logs to Dlamini but claimed he did not remember why he sent them.

Additional messages revealed Nkosi’s urgency in securing the tender outcome.

In one communication to Dlamini, he wrote: “We can’t lose now. We’ve been waiting for this for a while”

Nkosi maintained that this message referred to a separate project, but was confronted with Dlamini’s response, which directly referenced Ngaphesheya’s deficiencies in the Tshwane bid: “Ngaphesheya is grade B and has nothing in the documents…we need grade A”.

When pressed on the contradiction, Nkosi offered no clear explanation.

Chaskalson put it to Nkosi that the sequence of messages demonstrated a coordinated effort to manipulate the tender process by fixing compliance issues after the deadline and prioritising selected bidders through informal channels.

Nkosi rejected this characterisation, maintaining that no one had the right to influence tenders.

However, the commission noted that Nkosi himself had acted as the conduit through which lists of preferred bidders, compliance interventions, and communications between senior officials were channelled, often outside formal processes.

The commission underscored the central contradiction in Nkosi’s testimony: that a demonstrably non-compliant company linked to his family was assisted, amended, and ultimately positioned within a preferred bidder list months after the tender had officially closed.

Proceedings adjourned for the day, with Nkosi expected to return to the commission on Friday.

The City of Tshwane has placed MMC for Corporate and Shared Services and ActionSA councillor Kholofelo Morodi on special leave with immediate effect following allegations at the Madlanga Commission of Inquiry that she may have influenced multimillion-rand tender processes.

In a statement, City of Tshwane mayor Nasiphi Moya confirmed that Morodi had been placed on special leave pending a preliminary investigation.

“In the interest of protecting the integrity of the institution, while ensuring fairness to all parties, the Executive Mayor has taken the decision to place MMC Morodi on special leave with immediate effect, pending a preliminary investigation into the matters raised before the Commission to determine whether a prima facie case exists,” she said.

Moya said the move was aimed at safeguarding transparency and institutional integrity in light of the developments.

“The City of Tshwane notes the testimony presented before the Madlanga Commission of Inquiry and the allegations relating to MMC for Corporate and Shared Services, Cllr Kholofelo Morodi. The City regards matters of this nature with the utmost seriousness, as they speak to the principles of transparency, accountability and ethical governance expected of all public office bearers,” she said.

She stressed that the decision was procedural and did not constitute a finding of guilt, but reflected the city’s commitment to transparency, accountability and due process.

Moya also added that Community Safety MMC Hannes Coetzee would act in the portfolio.

She confirmed that the city would formally request information from the commission.

“To support this process, the Executive Mayor will formally write to the Secretary of the Madlanga Commission, Dr Nolitha Vukuza, to request that the Commission furnish the City with any information in its possession relating to the allegations,” she said.

The political fallout has extended beyond the city, with ActionSA announcing a full internal investigation into claims arising from the same testimony, including allegations involving a WhatsApp exchange and possible party-linked individuals.

ActionSA national chairperson Michael Beaumont said the party was treating the matter with urgency and seriousness, confirming that an internal probe was under way and warning of consequences if wrongdoing is established.

At the same time, Beaumont cautioned against accepting the claims at face value, describing them as “untested and politically convenient”, as they stem from what he termed “criminally implicated Sergeant Nkosi”.

“As a party with zero tolerance for corruption and unethical conduct, ActionSA will support all efforts to uncover the full facts through a thorough and fair investigation that leaves no stone unturned,” Beaumont said.

“ActionSA also commends Dr Nasiphi Moya for directing immediate engagement with the Madlanga Commission and for working to ensure cooperation between the City and the Commission, so that the City can urgently protect and uphold the integrity of its institutions.”

The DA has also weighed in, accusing ActionSA and its coalition partners of fighting over access to public resources and calling for sweeping investigations.

DA Tshwane mayoral candidate Cilliers Brink said the commission had exposed deep-rooted political interference, arguing that the controversy surrounding Mnisi was driven by competing interests over contracts.

“What is now clear is that the fight over Mnisi’s position has nothing to do with principle. It is about tenders and control of resources,” Brink said.

Earlier on Thursday, at the commission, SAPS Sergeant Fannie Nkosi testified that Morodi was involved in WhatsApp exchanges relating to a municipal land lease tender.

He alleged that she shared a tender-related document with him in a personal message after thanking him for making her birthday “special”, raising concerns about her access to and handling of procurement information.

The Democratic Alliance (DA) said on Thursday it would file a formal complaint with the National Energy Regulator of South Africa (NERSA) against the City of Tshwane, alleging the metro is breaching licence conditions.

“We are preparing a formal complaint to NERSA in terms of Section 32 of the Energy Regulation Act. We believe that Tshwane is in breach of its NERSA licence conditions to provide a reliable supply of electricity. The complaint will be backed by the documented experiences of our councillors as well as the residents,” said DA Tshwane mayoral candidate, Cilliers Brink, at a press briefing.

The move follows prolonged outages in East Lynne after a 26 December fire damaged the Koedoespoort substation.

Brink said the disruption was the longest in recent memory. Other areas had also been affected since November, he said.

Tshwane Mayor Nasiphi Moya has apologised for the “frustration and hardship” experienced because of the outages, and said the city’s Energy and Electricity Business Unit would present a plan to stabilise vulnerable substations and improve security and asset protection.

Tshwane’s utilities MMC Frans Boshielo has attributed repeated trips in East Lynne and surrounding areas to an ageing 15km distribution cable that weakened after the substation fire, saying teams must locate faults before repairs can be made, which contributes to delays.

Brink said the crisis was partly “budget-driven”, saying the DA wanted an independent assessment of the network to inform spending decisions, and announced a city-wide online petition.

He cited the February 2025 adjustment budget as an example of what he said was increased spending on water tankers and security companies, while basic infrastructure was neglected.

He also said he had seen indications the metro was considering 5% to 10% expenditure cuts, and linked the pressure to a wage backpay liability after a bargaining council ruling on a 3.5% salary increase backdated to 2021, citing a city proposal of a R777 million settlement.

“The nation’s capital is in deep financial trouble, but there are also steps that can be taken to prevent water and electricity from being defunded further,” Brink said.

Under the Electricity Regulation Act, NERSA may investigate complaints, including alleged failures by licensees to abide by licensing conditions, with Section 32 setting out the regulator’s investigative process.

Tshwane mayor Nasiphi Moya has announced a multi-party mayoral committee, marking what she says is a new era of cooperation and determination to restore the city to its former glory.

In a press briefing on Sunday, Moya unveiled the 10-member committee. It comprises representatives from the African National Congress, the Economic Freedom Fighters, the Good party and ActionSA.

Outlining the committee’s priorities, she said: “The provision of quality basic services is not a matter of politics, but of principle. We owe every resident this fundamental dignity.”

The committee has identified six key focus areas to drive progress in the city.

They include revitalisation, safety and security, economic development and job creation, infrastructure investment and inclusive service delivery, energy and financial sustainability, and good governance and responsive public services.

Moya praised the leadership of the political parties for putting forward their best candidates.

“You promised us your best, and indeed, knowing the credentials of these colleagues, you have indeed put your best forward,” she said.

The mayor assured residents that the committee would work tirelessly to provide essential services and address long-standing issues. 

“We will prioritise the following areas… to ensure that we meet this objective and this task will be shared by all members of this mayoral committee,” Moya said.

Moya was elected as the new mayor in a special council meeting in Pretoria this week, following the Democratic Alliance’s Cilliers Brink being removed through an ANC-sponsored no-confidence vote two weeks ago.

She is a member of ActionSA and served as the deputy mayor under Brink.

On Sunday, the DA slammed the newly formed mayoral committee, labelling it as a  “coalition of chaos” after Moya allocated two seats to the EFF.

Brink, who is the DA’s Tshwane caucus leader, warned that the EFF’s involvement would spell disaster for good governance and pro-growth initiatives in the city.

“The EFF is a party of hate, violence and chaos, and their national leadership is implicated in the theft of money from VBS Bank,” Brink said in a statement.

He said DA would work with parties that have not joined the coalition to protect Tshwane’s progress. It would announce a team of councillors to hold the new “ANC-EFF coalition to account”.

He also questioned Gauteng premier Panyaza Lesufi’s presence at the announcement, claiming it raised concerns about the mayor’s ability to lead effectively.

“The people of Tshwane deserve better than a coalition that prioritises politics over good governance,” Brink said.

The mayoral committee’s first official meeting is expected to take place in the coming days.

With Tshwane councillors allowed to take 14 working days to elect a new mayor, Gauteng’s portfolio committee on co-operative governance has called for urgent action to ensure stability in the city.

Democratic Alliance (DA) member and former mayor Cilliers Brink was ousted on Thursday in a vote of no confidence.

Committee chairperson Mzi Khumalo has emphasised the need for swift action to maintain municipal operations without disruption.

“As the oversight body responsible for promoting good governance, the portfolio committee urges the Department of CoGTA to take immediate steps to ensure that the upcoming mayoral election is conducted within the 14-day legal timeframe…,” he said in a statement.

“The department must act swiftly to prevent any governance voids and guarantee that essential services to residents remain unaffected.”

Khumalo said the committee’s key concerns following the mayor’s removal included ensuring seamless service delivery, fortifying internal governance, maintaining stability through collaboration with local leaders and stakeholders, and navigating the transition with transparency and efficiency.

The DA announced on Friday that Brink would remain its mayoral candidate for Tshwane, despite the outcome of the vote.

DA provincial leader Solly Msimanga made the announcement, citing the party’s commitment to stability and progress in the capital city. 

“We will not abandon the residents of Tshwane to the chaos caused by the ANC, enabled by ActionSA, and which is set to benefit the EFF,” Msimanga said.

The DA’s decision comes after Herman Mashaba’s ActionSA party collaborated with the ANC to pass a motion of no confidence against Brink. 

However, Mashaba’s claims of a deal with the ANC to install Nasiphi Moya as mayor were promptly contradicted by the ANC.

The DA has criticised the ANC’s actions, labelling them as “irresponsible” and “chaotic.” 

“The constant changing of mayors, without regard to certainty and consistency in policy, is a cause of, not a cure for, deteriorating municipal governance and service delivery,” Msimanga said.

The party warned that the ANC’s actions would have severe consequences for Tshwane, including jeopardising the city’s financial recovery and undermining stability. 

The DA also expressed concern that professional senior managers might be victimised and removed from their positions.

Khumalo said the committee would closely monitor the situation, working with the department and provincial bodies to prioritise Tshwane’s residents during this transitional period.

As the city prepares for the election of a new mayor, the ANC and ActionSA are expected to form a new coalition.
