The National Prosecuting Authority’s (NPA) Investigating Directorate Against Corruption (IDAC) has confirmed that warrants of arrest were issued against Crime Intelligence head Lieutenant-General Dumisani Khumalo and Major-General Nosipho Madondo, but says the execution of those warrants was subsequently suspended.

The clarification follows confusion and widespread speculation after Khumalo and Madondo were instructed to report to the Brooklyn police station in Pretoria on Thursday, only for no arrests to take place.

In a statement issued on Friday, NPA spokesperson Kaizer Kganyago said reports suggesting additional South African Police Service (SAPS) members were facing arrest were false.

“The IDAC can confirm that warrants of arrest were issued against General Dumisani Khumalo and Major General Nosipho Madondo only and no one else from the SAPS. The two individuals were contacted by IDAC investigators to present themselves at the Brooklyn police station on 18 June 2026,” Kganyago said.

According to the NPA, the decision not to proceed with the arrests was taken after investigators became aware that both officers were involved in a national security assignment linked to prepare for anti-immigration protests planned for the end of the month.

“Subsequent to the communication with the two officers, the IDAC received information that the affected officers were part of the Justice Crime Prevention and Security cluster team that is assigned to prepare for a national security measure before and on 30 June 2026 in relation to immigration issues,” Kganyago said.

“In the interest of ensuring synergy and efficiency in the work of that team, IDAC thus decided to suspend the execution of the warrants of arrest until the assignment of the two officers is completed,” he added.

Kganyago claimed that both Khumalo and Madondo were informed of the change before arriving at the police station.

“The two officers were subsequently contacted to no longer hand themselves over prior to their arrival at Brooklyn police station,” he said.

The statement appears to confirm claims made by attorney James Ndebele, who represents both Khumalo and Madondo.

Ndebele said on Thursday that his clients had been instructed to surrender themselves after being informed that warrants of arrest had been issued against them.

However, upon arriving at Brooklyn police station accompanied by their legal representative, they were allegedly informed that a decision had been taken by senior management not to proceed with the arrests.

The episode triggered a public dispute and fuelled speculation about possible tensions between senior police officials and the anti-corruption directorate.

KwaZulu-Natal police commissioner Lieutenant-General Nhlanhla Mkhwanazi, who travelled to Brooklyn police station during the incident, described the situation as evidence of a possible factional “war”.

Speaking to media outside the station on Thursday, Mkhwanazi said intelligence received by his team suggested there were efforts to ensure that both he and Khumalo were behind bars within 48 hours.

He also rejected rumours that warrants had been sought against IDAC officials, insisting there was neither a warrant application nor an investigation targeting the directorate.

The NPA’s latest statement similarly dismissed reports involving additional SAPS members.

“Any unrelated information circulated about the arrest of other officers apart from the two is false and should be treated as such,” Kganyago said.

The developments come almost exactly a year after Khumalo, Madondo and several other senior Crime Intelligence officials first appeared in court on fraud and corruption charges linked to the alleged irregular appointment of Brigadier Dineo Mokwele within Crime Intelligence.

Khumalo later successfully challenged restrictions imposed on him and was reinstated as head of Crime Intelligence in November 2025.

The NPA has not yet disclosed the specific charges underlying the latest warrants issued against Khumalo and Madondo, nor has it indicated when the suspended arrests may now be executed.
