Deputy Health Minister Accused of Sexual Assault

The Deputy Health Minister Sibongiseni Dhlomo has been accused of sexually assaulting a Parliamentary male staff member after allegedly touching his genitals, assaulting him and pushing him to his bed.

The staff member, who’s name has been redacted, alleged that he went to Dhlomo ‘s house in Cape Town in September to discuss the NHI after Dhlomo sent him a R500 e-wallet.

The Western Cape SAPS provincial spokesperson Colonel Andre Traut said his office cannot disclose the identity of a person implicated in a sexual offence until they have pleaded in court and therefore, cannot confirm the matter.

Both Dhlomo’s office and the ANC national spokesperson Mahlengi Bhengu-Motsiri have not replied nor made any comment on the assault complaint.

But the Speaker of Parliament Nosiviwe Mapisa-Ngcakula’s office confirmed that the assault complaint was received.

“I can confirm that the Speaker of Parliament received a complaint from the complainant,” said Parliament spokesperson Moloto Mothapo.

Bekizwe Nkosi, the co-chairperson of the Joint Committee on Ethics and Members’ Interests, said the committee has decided to consider the matter by establishing a subcommittee to deal with it early next month when it sits.

Nkosi said that clause 10.2.1 of the Code of Ethical Conduct and Disclosure of Members’ Interests for Assembly and Permanent Council Members enjoined the committee to deal with any complaint guided by the principles of promptness, fairness, and consistency.
