Former Mpumalanga provincial Police Commissioner, Thulani Ntobela, has permanently been appointed as the Head of the City Integrity and Investigation Unit (CIIU) on Monday.
Ntobela’s predecessor, Musa Ngcobo, who Ntobela had replaced in the interim following the latter’s resignation, is renowned for being the chief whistle-blower in the R320m corruption case against ex-mayor Zandile Gumede.
Ngcobo has survived three assassination attempts in the past, including a shooting in 2018, an armed attack at his Inanda home in which his laptop and cellphone were stolen in 2020 and a mysterious car accident in April of this year.
This follows on his submitting of evidence in the case against Gumede in which the ex-mayor was pointed as an alleged kingpin of a racketeering enterprise.
Ntobela is well-experienced in investigation matters, having, in his role as police commissioner from 2009 to 2014, taken the province of Mpumalanga from the worst performing province to being ranked second.
In addition, he is an admitted advocate, and having been the CEO of forensic investigations company, iFirm Trading and Projects.
Ntobela was employed in accordance with the municipal staff regulations gazetted on September 20 2021, in terms of regulation 30 which relates to the appointment of staff on a fixed-term contract.
“Regulation 30 allows for the city manager to appoint a suitably qualified person or people on fixed-term contract without adhering to the prescribed recruitment, selection and appointment of staff procedures and processes,” the municipality said.
City Manager, Musa Mbhele, further praised Ntobela’s appointment, citing his experience in leading critical investigations in both the public and private sector.
