The Democratic Alliance has submitted a Parliamentary ethics complaint against Minister in the Presidency, Khumbudzo Ntshavheni following her allegedly blocking DA MPs from an oversight visit to the Directorate for Conventional Arms Control (DCAC).

Nicholas Gotsell, the DA’s NCOP member on security & justice, said upon arrival, him and fellow party member Chris Hattingh were denied access and told to seek written authorisation to visit a facility.

“Ntshavheni telephonically instructed acting director of DCAC, Peter Mashaba, to block our entry. Mashaba was supported by the chief of the South African National Defence Force, who demanded that we seek written authorisation to visit a facility to which we are entitled as public representatives,” he said on Friday.

Gotsell said the visit was necessary as it would have investigated concerns raised in the Joint Standing Committee on Defence regarding permit applications not being issued and other administrative failures in the industry.

Ntshavheni has been accused of overstepping her authority.

The DA has condemned Ntshavheni’s actions, saying that she and senior SA Army officials have overstepped their authority and will be held accountable.

It said the complaint marked a step towards ensuring transparency and accountability among those in power.
