THE South African Local Government Association (SALGA) has elected Bheki Stofile, speaker of the Matjhabeng local municipality in the Free State, as the new Salga president.
The new leadership team will serve a term of five years. The elections took place following Salga’s two-day national conference.
Executive mayor of the Buffalo City municipality in the Eastern Cape Xola Phakati, executive mayor of Govan Mbeki local municipality in Mpumalanga Flora Maboa-Boltman and City of Cape Town’s Xanthea Limberg were elected as deputy presidents.
Stofile said SALGA is also committed to providing councillors themselves with training so they are able to carry out their oversight work.
“As we said to the political parties before these elections as the association, we said what we are requesting is to at least identify people who are trainable. People who at least have a basic knowledge of what needs to happen going forward. Because we are spending a lot of money on the training of local councillors,” said Stofile.
Twelve members of Salga’s National Executive Committee were also elected, following nominations made by Salga’s provincial conferences that were held over the past two months.

- Cllr George Masegela (DM) (Northern Cape)
- Cllr Sebang Motlhabi (LM) (North West)
- Cllr Nikiwe Num (DM) (North West)
- Cllr Dr Annelie Rabie (LM) (Western Cape).
