ActionSA Embarks on a Campaign for the Dissolution of Emfuleni Council

ActionSA President Herman Mashaba on Saturday paid a visit to Boipatong and encouraged residents to sign a petition to dissolve the beleaguered Emfuleni Local Municipality.

The party is calling on the Gauteng Provincial Government to urgently dissolve the Emfuleni Local Municipality Council, and have the municipality placed under administration after it repeatedly failed to deliver basic services, in line with Section 139(1)(c) of the South African Constitution.

Section 139(1)(c) of the Constitution stipulates that the provincial government may dissolve a municipal council and when the municipality is dissolved, within 90 days, there ought to be new elections and a new Council must be appointed.

The ANC dominated Emfuleni Municipality has repeatedly failed to deliver basic services in the area, with rubbish lying uncollected on the streets, blocked or broken pipes spilling raw sewage on the streets while residents battle to access clean water, sanitation and electricity.

The municipality has already been under administration since 2018 under which irregular expenditure ballooned to over R1 billion.

“We believe that the intervention that the Gauteng Provincial Government put in place in 2018 has not worked. We think a drastic step needs to be taken, and that drastic step is dissolving this municipality.” said ActionSA Gauteng Provincial Chairperson, Funzi Ngobeni.
