South Africa is rewriting the rules of local government and revising how municipalities are funded as service delivery and financial pressures mount.

The review of the 1998 Local Government White Paper was completed at the end of March and the new local government funding model is due in October. They are both urgent and necessary because of the changed environment and the assumptions that underpin local government.
