STATE Security Minister and ANC NEC member Zizi Kodwa allegedly received direct payments and luxury accommodation to the value of R2m from EOH director Jean Mackay between 2015 and 2017.

The payments are alleged to have been for EOH to be awarded government contracts.

The commission also heard that these payments appear to have been linked to a quid pro quo in the form of the intervention of Kodwa and his ANC colleagues in support of the interests of EOH in three different procurement processes.

This was revealed by Steven Powell, head of forensic investigations at ENSafrica, who was testifying at the State Capture Commission on Tuesday n evidence related to money flows.

Powel told the commission that email evidence and financial data show that over the period May 2015 to February 2016, Kodwa received direct payments and luxury accommodation with a combined value of more than R2 million.

At the time of the said payments, Kodwa was the ANC spokesperson.

Powel said alongside the payments to Kodwa, at Mackay’s insistence, EOH also made payments aggregating to more than R15 million to the ANC, or its suppliers.

He said Kodwa booked himself into luxury accommodation in Camp’s Bay from December 23 to January 5 at a total cost of R230 000 — more than R16 000 a day.

Powell said the payments were made by EOH director Jehan Mackay from his personal account.

Powell was hired by EOH in 2019 to investigate a decision by Microsoft Ireland to terminate a contract it had with the company.

Meanwhile, Kodwa has written to the ANC’s Integrity Commission about payments from EOH, saying he does not see any need to appear before it again.

“To the extent that I have previously presented myself before the integrity commission, and presented the facts on these matters, the additional information is well covered in my previous submissions and in my understanding does not fall outside of the version of events already presented to the integrity commission,” said Kodwa.

“Importantly, I need to remind Integrity Commission, that to date, there are no allegations of impropriety that have been made against me nor have I been criminally charged of any wrongdoing, and I maintain and still confirm my submissions on my relationship with Mr Mackey, and assistance, donations received during the period 2015/16.”
