Operation Vulindlela admits some reforms lagging despite progress on electricity and water

Operation Vulindlela (OV) has acknowledged that some of government’s flagship structural reforms are progressing more slowly than expected, despite major advances in electricity, water, freight rail and visa reforms aimed at boosting economic growth and improving service delivery.

The Presidency and National Treasury on Friday released Operation Vulindlela’s 2026 first-quarter progress report, which shows implementation has gathered pace across several sectors but remains uneven because of the complexity of the reforms and the need to coordinate multiple stakeholders.

“Progress in some areas has been uneven and, in certain instances, slower than initially anticipated due to the complexity of institutional reforms and the need to align multiple stakeholders,” the report said.

Government will now focus on accelerating delivery, resolving remaining bottlenecks and ensuring reforms translate into measurable improvements in infrastructure, service delivery and economic performance.
